Chichester Board of Selectmen
Minutes of Meeting
Tuesday, December 1st, 2015

Members Present: D. Michael Paveglio, Richard DeBold, Jeff Jordan, Town Administrator Jodi Pinard, and Administrative Assistant Kristy McIntosh

Others Present: Donna Chagnon, Alan Mayville, Tom Houle, Lucille Noel, Craig McIntosh, Michelle Haftman, Joe and Nancy Amour and others members of public

Call to Order:  Mr. Paveglio called the meeting to order at 6:30pm


General Business/Board Discussion:


Mr. Paveglio stated that there was an open agenda tonight.  He started with that the Planning Board had received a letter from the Law Offices of Brandon Giuda.  He quickly summarized the letter.  Mr. Giuda wanted the letter read at the December 3rd Planning Board meeting opposing any variance.

Jodi Pinard stated that the budget packets had gone out in the mail today to the budget committee.  Overall there is about an 118,000 increase.  A big contribution to this is having to go out for bid for property and liability, roads, Police Department requesting a full time officer and health insurance going up 17.4%.

Lucille Noelle reported that a large tree had been hit behind the Library and the roots had been torn up. She stated that she had filed a Police report.  


Public Input

Craig McIntosh stated he would like to see more accurate meeting minutes for the Board of Selectmen minutes and the Planning board minutes.  He requested that the minutes either be video or audio recorded.  Mr. Paveglio responded that it is up to this Board whether or not they record the minutes.

Thomas Houle asked the Board for their advice on the flag. The advice of the Board was to explain their ordinance and if Camping World cannot comply with that they have the option to apply for a variance of the ordinance.  Mr. DeBold stated that we would have to enforce code if complaints are made.  

Nancy Amour stated that she was concerned about solar panel placement and the future of Chichester. She would like to look into creating an ordinance for solar panels so that they do not affect property values of surrounding homes and keep the town as rural looking as possible.  The Board of Selectmen recommended that the Planning Board address this and that Mrs. Amour attend a Planning Board Meeting.  Jodi Pinard stated that she will research ordinances on solar in other towns.

The next Economic Development Committee meeting will be on January 11th, 2016.  Central NH Planning Commission will be coming to advise on how to move forward and build new relationships.  The committee is currently looking for new members.

Being no further discussion, a motion was made by Mr. DeBold and seconded by Mr. Paveglio to adjourn the meeting at 7:03pm.  Motion passes
